It is worth mentioning that in the 2010 urban plan, which was annulled, this plot was designated for public facilities, but that doesn't mean the new plan being drafted will assign the same use.
In summary, it is a plot with no approved planning or management, and in the current situation, construction licenses would not be granted. The plots in the same area that are being built either had a license before 2015 or are out of planning scope and fall under specific regulations.
The new Marbella urban development plan is currently in the preliminary stage, which means it neither classifies nor qualifies the land yet. We will have to wait for the initial approval phase to know more about the classification of the plot in the new plan.
